Ziepniekkalns is one of the newest neighbourhoods in Pārdaugava, near Riga's southern border. Several medieval manors once stood here (Ēbelmuiža, Bišumuiža), and its central part joined Riga back in 1828, but the modern neighbourhood was only developed from the 1970s onward — the layout plan dates to 1972, construction started in 1987, and most buildings are 10-storey Soviet-era apartment blocks from the late 1980s and early 1990s.

Because so much of Ziepniekkalns was built within a fairly narrow window, its lock systems tend to be of a similar standard, but after more than thirty years of use many are now worn and need replacement — communal storage and basement door locks age especially quickly.
